According to this AP story, a U.N. Commission of Inquiry is preparing to release the findings of a yearlong investigation, revealing that North Korea has committed numerous crimes against humanity. According to the story, the Commission wants the findings to be referred to the International Criminal Court, though because China has veto power, that move is probably unlikely. Members of the commission interviewed more than 80 witnesses and victims, and say that kidnappings, “extermination” and mass starvations are prevalent in the reclusive country.
